I need a programmer who is expert in C++, .Net, web security, server fucntion and knows how to create InstallShield Wizard.

If you have never created software before, then move on and bid on next project. This web scraper gets email from the internet
and must have the following functions:
- fetch emails by url
- fetch emails by keywords
- send bulk email
- recognize fake emails
- bulk email addresses
- remove emails
- email template section: Here a user should be able to upload attachments (TXT, CVS, HTML)
and create email template
- multilingual translation under email template creation function
- IP detection and geotargeting
